[bazel_sdk] Propagate test args. Propagate all unknown/remainder args from command line test-pkg workflows to `ffx test run`. This change also removes the concept of explicitly specified task arguments as it has always been obscure feature that has rarely been used and conflicts with any `--arg=value` usages. Also fixes some local development workflow documentation.
