[amber][pkg-resolver] Add support for config-data

This allows amber and the package resolver to read config data out of
the /config/data/{amber,pkg_resolver} directories instead of out of
/system, which removes one of the dependencies on the deprecated
system-image.

Bug: PKG-611 #comment added support for amber and pkg-resolver
