[hypervisor][x86] Enable PAUSE-loop exiting To optimise the use of spinlocks in a guest, enable the use of PAUSE-loop exiting. Disable the use of PAUSE exiting (kProcbasedCtlsPauseExiting), as we would only enable it for nested virtualization, where it's less useful.
