[testsharder] Add -target-duration-secs flag

This adds support to testsharder for producing shards with target
*durations*, rather than target *test counts*. This will let us
configure shards to be of similar durations even across device types.
That's not possible with target test counts, since average test
durations vary between device types (e.g. the "Linux" shard of host-side
tests for fuchsia-x64-asan always takes longer than any QEMU shard,
despite having fewer tests than any QEMU shard).

This is a no-op for now, since nothing actually sets this flag yet.
