[fidlc] Push store of decls down to RegisterDecl

Instead of storing the various decls in each ConsumeKind methods,
pushing this responsibility down to RegisterDecl. This makes it possible
to generically register declarations, which is needed to support
templates (since decls will be created without the caller knowing the
kind of decl being created).

(No behavior change.)
