[component][rust] Add service instance watcher

The service instance watcher lets you interact with an aggregated
service using async waits to wait until a service appears.

As part of this, the names in the client test fidl have been changed to
reflect that we're trying to move away from calling non-aggregated
protocols 'services' to make the tests less confusing.
