[network] Avoid error logs
- Downgrade various logs (particularly invalid inputs) to warning
- DHCP client respects DHCPNAK with message, previously an error
+ Modified TestAcquisitioAfterNAK to exercise this
- netemul-sandbox-test:sandbox-{service,unittest} still emit errors;
extract test specs to avoid masking other errors
