[devfs][device-enumeration] remove topo-path capability

The device enumeration tests have recently been converted
away from checking topological paths for every device.
This CL downgrades the capability routed to the device
enumeration tests from dev-topological to dev-class,
reflecting the fact that class paths are still used for
some of the checks.
