[build] Enable subpackages tests in CQ via products/workstation_eng

As discussed with reps from product assembly and security, this CL
enables the "workstation_eng" product to run tests that use subpackages.
All other builders have subpackages disabled (in base and universe
resolvers) as a temporary safeguard until subpackages is complete and
made generally available.

CQ will still run the subpackages tests, via this product's CQ builder.

Eventually subpackages will be enabled by default and this setting can
be removed. (See fxbug.dev/102651.)
