[sl4f][web] Add missing services required for SL4F to connect to Chromium

This corrects an error that causes Chromium to crash when
webdriver_facade.EnableDevTools is called.  The crash generates log
messages indicating a closed channel and is accompanied by warnings
about the services missing from SL4F's manifest.

Testing: verify WIP Chrome-based tests can connect and drive Chrome.
