[mediacodec] Create test suite for audio encoders

This CL creates a test suite for audio encoders.

By providing only some settings, audio encoders can get a test of all
their timestamp propagation, input buffering, and proper completion.

By providing some PCM input format settings, audio encoders can also
get hash validation for correct oob bytes and output.

This includes a spec for SBC, and will soon be used for AAC as well.
