[fint] Expose Set() as a library function I'm writing a new version of `fx set` in Go that will consume fint as a library, instead of invoking the fint executable. Go doesn't allow imports of main packages, so I have to move the `fint set` implementation details into a separate library package. This will require some changes to our Copybara configs, recipes.git, and integration.git to reflect the new proto paths.
