[wlan] Move WlanPhyCompliance11ACTest to core and update build graph

Move WlanPhyCompliance11ACTest from the legacy antlion test directory to
the connectivity WLAN core test directory as part of test suite
migration.

Bug: 556007180
Test: None, build graph and file move only.
