[DriverFramework] Add support for querying power capabilities. This change defines device power states and adds support for drivers to publish their power states while adding devices. At times, the device needs to initialize completely to publish the device power states. In a future changeset, DdkMakeVisible will be modified to publish the power states in those cases. Test: Automated tests with test driver that adds second child device to tests various cases of DdkAdd. runtests -t ddk-power-test. Change-Id: I6e8785db70fb173d58ff46c37a242fde1eb9854f
