Add FIDL formatting to plugin This feature allows users of VS Code to use the standard formatting mechanism (from the Command Palette or via format-on-save) to format any file marked as FIDL syntax. With this change, formatting of .fidl files should start to Just Work. Change-Id: I2695eac980aad1d2865ff7a89b42e37bbcc9489d
