[e2e] Wait for ermine's inspect node before running tests The ermine smoke test is failing, which I suspect is because it is running before ermine is up. Adding a check for ermine is up by trying to detect its Inspect node. Bug: 44506 Change-Id: I089f637c0afdd7e4a20bf5b328a055b8e282a156
