[i18n] Deprecate fuchsia.timezone

This modifies the manifests to allow the code to connect to
fuchsia.deprecatedtimezone instead of fuchsia.timezone.  The code changes
have already been made.  Having both services in the CMX file allows us
to remove fuchsia.timezone safely.
