Revert "[gn] Have the dump_breakpad_symbols produced an archive of breakpad symbols"

This reverts commit 43b90d08b445bb4b0f27b5849f57d5ed3ec7e1e2.

Reason for revert: This is breaking the release builders; Ninja build executes this command and the '-tar-file' flag is not defined
