[fit][build] Add cpp_legacy_callbacks flag. Initially, the default is true (opt-out behavior). Later we will change this default to false (opt-in behavior). Then once the migration is complete, we will delete the flag altogether. Change-Id: Ifeafc2de3ece25a099fbfebb58e930a6ce9f9e29
