Reland "[gn] Have the dump_breakpad_symbols produced an archive of breakpad symbols"
This reverts commit 850bcb51514fd566e12789275e7463007fbdd8a0.
Reason for revert: Now the buildtools/fuchsia.ensure points to the correct revision number of tools/dump_breakpad_symbol, so the '-tar-file' flag is ready to use now
