[cmx][package] Whitelist cmx-less based on dep

1. Set up infrastructure to read deprecated_no_cmx. Every use of this
flag is required to depend on //build:no_cmx_whitelist.

Upcoming:

2. Populate deprecated_no_cmx in targets that have no cmx files.

3. Flip the switch in assert_cmx.gni
