acinclude.m4: Add CPPFLAGS=-I$prefix-dir/include in LIBSSH2_LIB_HAVE_LINKFLAGS

This is absolutely neccessary for header files to be found when
AC_LIB_HAVE_LINKFLAGS searches for libraries.
