[fidl] Use @available(replaced=N) at narrower scopes

This changes SDK FIDL libraries to use replacement at the narrowest
scope possible. There were several cases of entire methods being
replaced when really the only thing that changed was a single field.
These changes have no impact on the generated bindings.
