[build] python_library() supports data resources

* Add `fastboot` as Honeydew's library resource
* Updated non-build workflows to provide fastboot env var
* Updated documentation

Verified the following on Patchset: 27
* Honeydew code guidelines
* Successfully ran the impacted functional tests (esp. Firmware test) using InfraRun
* Successfully ran Honeydew builders using try-jobs
